Goal and Objectives of the Conference

Goal: Come together and share knowledge, experiences and expertise to campaign CBR movement to further ensure equitable accommodation and opportunity for PWDs in South Asia
Objectives:
1. Update on people’s information about good CBR practices in South Asia
2. Strengthen CBR Network in South Asia to empower DPOs in the region.
3. Promote inclusion of PWDS to enhance their contribution to the society
4. Empower PWDs to participate in all social events.
5. Promote social justice and human rights to ensure equal participation of PWDs

Introduction of Hosting Agencies
Ministry of Women, Children and Social Welfare (MWCSW), Nepal
The ministry, since its inception, is trying its best to improve the situation of women, children and socially vulnerable groups like people with disabilities and senior citizens. The management of disability has been included in its five year periodic plan. Also, strategically, the ministry has prepared national plan of action and implementing it in collaboration with other stakeholders. The ministry’s increased focus to the issue of disability management has created considerable attention. A high level Disabled Service Co-ordination Committee has been formed under the convenorship of MWCSW minister. The Committee is widely represented by the representatives of organisations actively involved in disability movement. The ministry is playing an important role to empower disabled people’s organisations throughout the country.

The ministry has also played important role to strengthen the networking of organisations involved in disability management. Despite resource constrants, every year the ministry is supporting the organizations closely linked to disability management with some resources. In general, the ministry is effortful to bring positive change in the life of disabled people through proper collaboration with all concerned government, non government sectors and international communities.
CBR Network South Asia (CNSA)
CBR Network South Asia has been established in 1993 with the aim of strengthening networking in the region. CBR Network South Asia collects and disseminates information on disability management and development, organises training for CBR workforce, supports in match making of expertise and needs, promotes partnership market and creates regional sharing opportunities. Since a few years it has been focusing on formal education on CBR / disability management in collaboration with the University of Bangalore. These Training programmes are offered on distance mode have collaboration with Rehabilitation Council of India, Indian Epilepsy Association, India, the international portage association, U.S.A and international institute of rehabilitation management, Lisbon, Portugal.

CBR Network South Asia promotes research on CBR, integrated education, social inclusion of people with disabilities, activities related to senior citizens including proper utilization of senior citizens’ experiences, gender and disability, policy advocacy, etc.

CBR Network South Asia (CNSA) publishes and distributes various social communication tools and training materials in CBR. The Network has developed different materials on disability management and supported all countries based on their needs. Set of small leaflets on different aspects of CBR, CBR fact sheets and a very comprehensive CBR information kit consisting of 52 CDs are a few examples of CNSA’s work.

CBR Network is an associate member of Rehabilitation International (USA).

National Federation of the Disabled - Nepal (NFD-N)
The National Federation of the Disabled – Nepal has emerged as a key strategic player within Nepal’s disability field. NFDN represents171 organisations working in disability including self-help organisations working to advance the rights, dignity and lives of PWDs. It has expanded its network through five regional offices and has been planning to strengthen district coordination committees countrywide. From its commencement, NFDN has been taking responsibilities of co-ordinating, and building the capacities of its member organisations. NFD-N’s works is to ensure the principles and strategies underlined in the Universal Declaration of Human Rights and other internationally recognised legal instruments that protect and promote the rights and dignity of PWDs.

NFDN has represented PWDs in national and international arena. It has its representation in Special Education Council under the Ministry of Education and Sports and Disabled service National Co-ordination Committee. NFDN represents PWDs in international forum as member of National Assembly of Disabled People International (DPI). It is also the associated member of the Asia Pacific Development Centre on Disability (APCD). Since its commencement, NFDN has become instrumental in co-ordinating, advocating and elevating the status of PWDs in Nepal. NFDN with its strong policy advocacy has been able to bring out some important legal provisions and programmes at the national level.

CBR National Network-Nepal
CBR National Network-Nepal (CBRN - Nepal) is a forum of non-government organisations established to serve the interest of people with disabilities throughout the country through umbrella framework. CBRN-Nepal aims to bring positive change in the socio-economic status and human rights of people with disabilities by building capacities of its member organizations spread all over the country.

Vision
CBRN-Nepal envisions a society, which respects the rights and dignity of persons with disabilities presenting to them with equal opportunity to actualise their potential and become productive members of the society.
Mission
Guided by the principles of solidarity, equality and integration, the
CBRN-Nepal is committed to bring positive influence on all round development of people with disabilities in partnership with stakeholders on socio-economic status, environment, health, education, development and human rights.
Goals
Developing consensus on the need for coordinated multi-sectoral approach to address national issues and building positive pressure on the concerned agencies/organisations to contribute towards the solution
Mobilisation of education programmes to sensitise people on disability issues
Empowerment of people with disabilities to make positive differences in the quality of their lives
Facilitation of sharing experience, information, knowledge and skills among stakeholders and targeted population.
Creation of functional teaching- learning platform for continuing education to all in disability and rehabilitation issues
Advocacy on human rights and inclusion issues of people with disabilities
Activities
• Organise National CBR Conference once a year
• Conduct CBR management training to organisations working in disability
• Publish CBR News Bulletin annually
• Strengthen networks in regional and district level
• Work towards introducing disability as cross cutting issues in development processes
• Disseminate information on disability management and development within Nepal and South Asia.
• Participate in national and international events related to disability and rehabilitation
Sub themes for presentation
We invite all presenters to present their papers within the seven priority sectors identified by Biwako Millennium framework for Action for Asia and the Pacific. We will look for responses to the question below on each issue.

Instruction for submission of papers and presentations
Abstracts
Abstracts must be written in English
No tables graphs and references in the abstract
Abstracts should not be more than 200 words excluding the title
Abstract should be submitted to the conference secretariat by the end of July 2007.
The Scientific and Technical Committee will review all abstracts for relevance and clarity before accepting for presentation
Mode of presentation should be mentioned while submitting the abstract
Article
• All presenters should provide a complete article before presenting the paper in the conference
• Article should not exceed 900 words exclusive the title of the article and author’s name
• The article is expected to follow the following structure

Results/finding
Conclusion and recommendations

• The original article of the accepted abstract should be dispatched in time so that the conference secretariat receives it by the 10th of September 2007.
Timing for presentation
Maximum 20 minutes shall be allowed for each presentation. Discussion and comments follows each presentation. Discussion and comments follows each presentation.
Poster presentation
Participants are encouraged to bring posters along. A display board of 3' x 5' and a working table will be made available for photos, graphs, drawings and papers if requested in advance.
Larger print (Font Size 28, Times New Roman) is advised for poster presentation
General information
National networks of respective country contingents are responsible for one consolidated Country Status Paper.
Multi media projector, over head projector and video-decks/screens will be made available for presentation. If you need equipment other than these, please inform us in advance.

Kathmandu is directly or indirectly connected by air to all SAARC Countries and other parts of the world.
Surface travel from India, Bangladesh and Bhutan is also possible.

Varieties of hotels are available in Kathmandu. Participants may choose a hotel as per their choice. Information about some hotels is given below. Most of the hotels can be booked online however, if you need any assistance in booking accommodation, please inform conference secretariat in advance. Since October is peak tourist season in Nepal advance booking is suggested.

Agrawal Bhawan is situated in Kamalpokhari, the centre of Kathmandu city and has easy access to public transportation. It is fully accessible for the people who use wheelchair and other assistive devices. It has ………….rooms with A/C and ……….. rooms without A/C which can accommodate 34people. Non-veg food and alcohol are strictly not allowed inside the building.

Information about Nepal
Nepal is a land locked country surrounded by India in the East, West and South; and Tibet of China in the North. Nepal is also known by the country of Everest, the highest peak of the world. Ten highest peaks of the world belong to Nepal. Although small in terms of landmass Nepal possesses some of the most outstanding bio-diversity in the world. It offers astonishingly varied topography, climate and wide variety of flora and fauna. Similarly, Nepal has more than 50 ethnic groups with their own dialects and their own distinctive cultural practices. Accordingly, Nepal has amazing cultural diversity and natural contrasts where one can experience so much variety in such a small space.

Kathmandu, the capital city of Nepal is a valley surrounded by beautiful mountains and situated at an altitude of 1,350 meters above the sea level. The valley consists of three cities Kathmandu, Patan and Bhaktapur having their distinct architectural and cultural value.
Visa information
Foreign tourists entering Nepal must possess a valid passport stamped with a proper visa, available at any Nepalese Embassy or Consulate. Visas can be obtained either at Tribhuvan International Airport, (Kathmandu) or at other border posts such as Birgunj or Siddharthanagar (Bhairahawa). Foreign Tourists need to provide 2 copies of their recent passport size photos while applying for the Visa. The single entry tourist visa can be obtained from the entry points of Nepal or from the Nepalese diplomatic missions abroad by paying US$ 30 for 60 days. If visitors who wish to obtain the facility of single, double or multiple re-entries, they can get it by paying additional US$ 25, US$ 40 and US$ 60 respectively.

Note:
Subsequent to this conference there will be one day workshop on 7th of October 2007. The workshop is to be conducted by ICEVI on “Education for All Visually Impaired Children”. ICEVI will accept only 25-30 participants in the workshop. Participants applying to participate in the CBR conference can at the same time, apply for the ICEVI workshop.
